(c) Everyone at the building permit office wanted their application to be processed within a few working days.

I'm undecided between (c) and (d): Since speaking about everyone should applications be singular or plural?? (c) sounds better to me but is it correct in grammar?

Get down to basics again:

who (s) ... his (s)

whom (s, but object form) ... (doesn't matter!)

everyone (s) ... their (pl)

everyone (s) ... their (pl)
