To melt ice you have to put heat in. (Heat of fusion of water.)
That heat has to increase the energy of the system somehow.
The melted molecules certainly move more once released from the ice crystals so I suspect the kinetic energy goes up.
I am not sure what the potential energy of a molecule is.
