I completely agree! The lack of a strong central government under the Articles of Confederation severely limited its ability to raise revenue through taxes. This created a significant problem for national defense and the overall functioning of the government. Without the power to impose taxes, the government struggled to maintain a military, which left the nation vulnerable. The inability to fund essential services and programs ultimately highlighted the weaknesses of the Articles and paved the way for the need for a stronger federal system, as established in the Constitution.
I think that the most important change to the Articles Of Confederation was the taxing. At the time of the Articles being in place, the U.S. didn't really have a military. This is because the government lacked the funds to maintain a military and to fund other facilities as well. Without taxing the U.S. government didn't really have much money to work with.
