I need to write a paper on place. I've come up with a few ideas, but am unable to flesh them out.

Some ideas are: imagination as a magical place, Israel, Governor's Island, and Around the watercooler.
I need to be able to get 3 body paragraphs out of it.

I am unsure of exactly what your "paper" objective is. If is is just three paragraphs of descriptive material:
Home sweet home?
Nevernever land
The Circus big top
My Grandmothers closet

Frankly, my Grandmothers closet is most appealing...think of all the past is stores, and secrets, and rememberances.
All these work, it can be place literally or figuratively-just has to be a paper 1.5 pages long. My problem is I am having trouble fleshing it out.
Another "place" locale you could write about is your favorite place to be alone -- whether it's a room or somewhere outdoors or wherever.

Be sure to use LOTS of details -- physical description, objects around you, what those objects evoke in your mind, etc. If you have trouble organizing it, use a physical "direction" to help. Remember, it needs to make sense to the reader, as well as to you, the writer! Here are some possibilities:

the room or the scene from far to near
--- from near to far
--- from left to right
--- from right to left
--- from upper left, clockwise around to upper left again
--- from upper right, counterclockwise to upper right again

What else can you think of?
Brainstorm. Choose two or three ideas and write each at the top of separate pieces of paper. Jot down everything you can think of about each topic -- silly or not. As you go about doing other things, add to your lists. Let them sit overnight and tackle them again tomorrow. By this time, your ideas should begin to jell.
