The definition I was provided for conceptual goals-you want your audience members to change beliefs and attitudes. The definition I was provided for a practical goal you have a specific action in mind and try to convince your audience that it should take this action. Inspire action out there.

Conceptual -- "you want your audience members to change beliefs and attitudes" (I take this to mean there's no specific action indicated; just the overall idea, hoping the audience will change beliefs.)
