I need help finding the powers and services of local and state governments
States have constitutions that enumerate their powers (I'm not sure about services!).

More local governments can be counties or cities or townships. Each has its own governing documents, and the variety will be amazing since there are so many.
Basically, as long as the people stand for it and it's not in conflict with the US Constitution, a state or local governing document can say just about anything. For example, the US Constitution does not require free, public education; that entire topic is completely left up to the state and local governments.
To find these, just go to http://www.google.com and enter fairfax county virginia or whatever your county is, and you'll be able to find more information. You can do the same with cities, townships, school districts, water boards, etc. If they have a website, you'll find the information.
