i have to speak against Benjamin Butler based on the Baltimore riots which took place in 1861 and then resulting in martial law in Maryland. what are some points i can use against him?

You could maintain that Butler and the federal government had no right to occupy Maryland and declare martial law. His confiscation of slaves seems to be also unconstitional.
