To find the population growth rate subtract the population of 2006 from 2007. Divide that answer by the 2006 population.
Australia’s growth rate from 2006 to 2007 was 0.67% per year.
1). 20,743,300 subtract 20,605,500 divided by 20,605,500 which equal the Population growth which is .00668 = 0.67%
2). 20,743,300 times .0067 equals the amount of growth of the population in 2007 which equals 138981
3). Find the approximate population which is 138981 + population of 2007 (which is 20,743,300) = 2008 population which is 20,882,281( 26 January 2008)

20,882,281( 26 January 2008)
20,743,300 (26 January 2007)
20,605,500 (26 January 2006)
20,171,300 (26 January 2005)

The way I understand it is that ALGRBRA wants to have the steps above labeled 1) 2) and 3) in mathematical statements.
So....
1): Population growth = (20743300 - 20605500)/20605500
= .0066875
= .67%
2): amount of growth of the population in 2007 = 20743300(.67%)
= 20743300(.0067)
=138980
3): approximate population in 2008 = 138981 + 20743300
=20882281
BTW, all your populations were expressed in hundreds, so I would not leave my answers in the number form of your given data.
I would state the 2008 population as
20,882,300
So....
