Just work through the instructions. I'll get you started, but I'm sure you can read as well as I. Start with

The value of the hundred-thousands place is ten times the digit in the ten-thousand place. Since each digit must be less than ten, that means you must have
xxx,00x,x0x

And so on. Analyze each sentence and what it means numerically. You might have to take some sentences out of order to nail down the digits.
Oh, wait. I misread the 2nd clue. It just means that both those digits are the same, since it said "value".
