I don't know what you mean by a "five step hypothesis test."
Ho = no effect (null hypothesis)
H1 = mean for low attendance is significantly different from mean for high attendance
You want Z for difference between means.
Z = (mean1 - mean2)/Standard error (SE) of difference between means
SEdiff = √(SE1^2 + SE2^2)
SE = SD/√n
