I am supposed to graph it and tell what the slope is and what the y-intercept is. I am totally confused.

I am wondering why you didn't do this in high school. For most, it is an algebra I skill.
y = -2/3x - 12
Consider the equation y=mx+b
m is the slope, that is, the coefficent of x in this form is slope. b is the y intercept. Y intercept means the value of y when x is zero.
Graphing it....
well, you know (0,-12) is on the line. Plot that point.
then put in y=0, and solve for x, that gives you a second point. Plot it.
Connect the points.
