Let's start by looking at the word "mutual." It means both sides feel the same way.
The quotation means, roughly, in order for two sides to hate each other, they both have to be afraid of each other. If one side stops being afraid and stops hating, the other side will take advantage of the situation and will attack in some manner.
Implications: in order to have peace, BOTH SIDES must see commonalities and humanity. BOTH SIDES must work for peace. If one side wants peace while the other side is experiencing fear and hatred, the peaceful people will lose.

I think you seriously misread the sentence. I recall Paine said mutual fear is the principal link in ghe chain of mutual LOVE (not HATE), and woe....
Ariel in her post hit the idea, only it is to keep the "love" (meaning respect) between the Patriots and the English, mutual fear of destruction is the way to peace. It is akin of this century the concept of mutual destruction keeping the peace. Remember, the issue at hand was that the British wanted the Americans to surrender their arms, to keep the peace.
You are right. hate is supposed to be love.
