Hey Lori and others who would like to know the answer, the formula you should be using in this case would be the Dilution formula.
C1(V1)=C2(V2) (the ones and twos are subscripts).
Once you get the formula all written down, the work should look like this:
C1(V1)=C2(V2)
1.667 mol/L(0.100L)=0.25 mol/L(V2)
0.1667/0.25 = 0.25/0.25(V2)
0.6668 (0.67 significant figures).
Therefore, you would need to add roughly 670 mL of water, or 0.67 L of water to get the 0.25 mol/L dilution you want.
