How you evaluate the pied pipers true motives for getting rid of the rats in "the pied piper of Hamelin"? It's an open ended response and this story is so confusing. Need help ASAP!!!

The city council of Hamelin promised to pay the Pied Piper 1,000 guilders if he got rid of the rats. He did, expecting to be paid. However, the town fathers cheated him and refused to pay.
