The Bureau of Indian Affairs (BIA) was created to improve the quality of life of Native American. They are in charge promoting economic opportunity throughout the Indian tribes as well as securing their assets.
On the other hand, the National Congress of American Indians (NCAI) is there to protect the rights of American Indians as citizens and tribes living in the United States.
However, the National Indian Gaming Association (NIGA) is a non-profit organization of 184 Indian Nations joined by other tribes to promote tribal gaming enterprises within the United States. They utilize those profits to mitigate poverty. As a result, gaming revenues have helped created jobs, public schools, tax revenues for local government. In essence, NIGA has been very successful in advancing the lives of Indian people socially, economically and politically. One of the greatest thing is that Indians do not have to pay taxes.
