How to draw a large scale drawing of an inch and add values under each fraction?

You need to explain more clearly what you want.
Students will re-create a poster (81/2 X 11) on regular size illustrating an inch from a ruler. The parts of the inch should be labeled to 16ths of the inch.
You could scan a ruler on a computer, crop the image to a one-inch segment, label the appropriate values and enlarge that to the size you want. Or you could enlarge it before labeling it.

Another alternative is to draw a one inch segment of a ruler to the scale of 1" = 10" and label those divisions.

I hope this helps. Thanks for asking.
Easiest to me is to draw two vertical lines 8 inches apart. Then draw shorter vertical lines at each half inch.
