I'm not completely sure I understand it either; I don't think this problem can be worked without the density of the solution. Since it is a relatively weak solution, however, we can get close.
0.101m = 0.101 mol/kg solvent which is approximately = 0.101 mol/1000 g soln.
Then 1L x (1.7/0.101) = ? L needed.
(Note: if you meant 0.101M, then the last line is not an approximation and you don't need density.)
