Can someone please explain to me why the answer is 9 grams.

You want a 0.9% solution of NaCl (by mass).
That is 0.9g/100 mL soln. So you want for 1000 mL just 0.9 g x (1000 mL soln/100 mL soln) = 9 g/L.
