The answer is 6 because the top number is how many beats are in a measure
in basic music theory, 6/4 would be in compound meter so the top number would be the number of divisions, and the bottom number would be the value of divisions, so 6/4 would have a dotted half note as the basic beat with 2 dotted half notes in a measure :)
the other reply to this question only applies to simple meter. I'm sure there are YouTube videos discussing this but I learned this at a music theory class. Hope this helps
