Since you mention the length of the car and truck, I assume that you want the rear of the car to pass the front of the truck.
So, the rear of the car is 3+10+10=23 m from the front of the truck.
At a relative speed of 50 km/hr, that will take
23m/(50km/hr * 1000m/km) = 23/50000 hours
I'll let you convert that to seconds.

Distance=3+10+10=23
relative speed=100-50=50m/s =13.89m/s
Time=Distance/Relative speed=23m/13.89s=1.656 seconds
