How does the right to file a lawsuit protect people?

I cannot find any websites with the answer to this question. When I google it, the results are only on forums. I need a reliable website where I can find this answer.

If someone injures you, your right to file a law suit attempts to make that person pay you. The right to file a law suit also tries to keep people from intentionally injuring others.

Also, I'm not sure if this question is asking for my own opinion or not. In the instructions, it said to answer the question "based on your knowledge of civil law."
