How do I write this in inequality?

The value of r is at most 10

and would it be an open or closed on the number line? I think open?

r ranges from -inf to 10

if r can be 10, it includes 10. Normally, open circles are points to be excluded. If it does not include 10, then open circle at ten. I am not certain if the problem includes ten or not.

I think it includes 10.
What confused me with their question was it said most 10.

So I wrote r less or equal to 10 you think?
