HOw do I make a table of values for y equals 3/2?
Am I supposed to plot 3/2 on the graph and then draw a line? I know on the y side of the table I'm supposed to have 3/2, but I don't understand how to do the table of values.

The equation y=3/2 would graph as a horizontal line passing through y=3/2, x = 0.
y equals 3/2 regardless of the value of x. You can easily make a table of values with different x values and the same y = 3/2 for each.
