You are diluting it by a factor of ten. One part original concentrated solution, nine parts solvent. In this, the original solution is already measured for you.

Just follow Bob Pursley's advice. Add 1 part concentrated solution to 9 parts water. If you took your 10 mL and added 89 mL water, what would be the final concentration and how much would you have? Another way to look at it is
M x mL = M x mL
0.01 x 100 mL = 0.1 x ?
solve for ?ml = xx
M x mL = M x mL
0.01 x 100 mL = 0.1 x ?
solve for ?ml = xx
