First, you must have the specific substance to know its chemical formula (whether it's H2O, NH3, NaOH, etc.)
And then you'll get its molar mass. To get its molar mass, just add the individual masses of the elements in the chemical formula. For instance,
MM of H2O: 2*1 + 1*16 = 18 g/mol (which is also equal to 18 microgram/micromol)
Then, divide micrograms by the molar mass and finallymultipy it by 1000 since there are 1000 mL per 1 L. To summarize,

micromol/L = ((micrograms/mL) / (Molar Mass)) * 1000 mL/L
