Have cities recycle waste water. Waste water can economically be converted to safe drinkable water. It is already being done in many US cities.
Require one gallon-per-flush toilets.
Provide incentives for homeowners to landscape with native plants that require little watering.
Make sure agricultural users are charged rates that encourage drip irrigation.
