I suspect M, but you said m (molal) solution.
Take one mole of NaCl (58grams), add (1000-58) grams water. Stir and label. Normally, you would make much less than this.
How can 1m of nacl be prepared?

1 m = molality = 1 mol/kg solvent.
1 mol NaCl = 58.5 g. Place 58.5 g NaCl in a container. Add 1000 g distilled water. Mix thoroughly, stopper. Label. This is a 1m NaCl solution.
1 M = molarity = 1 mol/L solution.
Place 58.5 g NaCl in a 1 L volumetric flask. Add some distilled water. Swirl until NaCl is completely dissolved, add distilled water until it reaches the mark on the volumetric flask, mix thoroughly, stopper, label. This is a 1 M NaCl solution.
