Sometimes. Rationality implies value can be ascribed to risks, and outcomes. Sometimes that is hard to do.

Like: Should I marry her or not? There are a lot of intangibles in that decision, many of which do not lend themselves to rationality.

However, most folks would say the steps are the same.
