Because it supposed to be how many numbers are to the right of the decimal point

1 liter of water have 1kg
5.17kg = 5.17 liters
5.17kg = 5.17 liters

It goes like this :
Kl Hl Decal L Decil Cl ml
To convert from Kl to L you multilply by 1000 (high to low multiply)
So, 5.17 * 1000 = 5170 L
