It depends on what type of mental handicap you mean. If you are talking about mental retardation, they cannot learn or are slower in learning than "normal" people. However, savants — who often are not able to function at normal levels in most areas — have a limited area (memory, calculation, music, art) where they excel greatly.
It is a completely different thing, if you are considering psychoses, neuroses or personality disorders.
Please repost with a more specific description of what type of mental handicap you want to consider.
