What kinds of "program evaluations" are you dealing with? Educational programs as they are put into place in schools? Or what?
These questions are terribly broad, and thus don't make sense to too many people.
I'd put false for both of them, simply because of the terribly non-specific language in the questions!

I selected false because there are different type of program evaluations and some may involve identifying the positive outcome of the program and to do one must assessment improve of certain groups who utilized a program.
Program Evaluation is not a sound method of conducting research.

I selected true as my answer but considering that program evaluation requires some research it may be false because it can an effective method for research.
