Good evening. I am having a problem solving this problem and need some help step by step please. One tank is filling at a rate or 3/4 gallon per 2/3 minute. A second tank is filling at a rate of 5/8 gallon per 1/2 minute. What tank is filling faster?

When you are saying for the following:

Would it be 3/4 divided by 2/3 and then flip the second fraction and multiply? How did you know from the word problem to do this?

rate is quanity/time. That is a division, and multiplication is the inverse operation of division
8/4 divided by 4/5= 8/4*5/4
