It can mean quite a few things. It depends on context.
To me, in my life, a giving community is a community who support the hungry, the needy, those that are sick. To others, it might mean a community which supports community needs, such as libraries, parks, blood drives, school events, art, zoos, or clean-ups of public rights of way. So in the end, it depends on context.
