given the bar graph below create a grouped frequency distribution.

Question

the graph is numbered up the side by twos to 22,
along the bottom there are countries that go up to a number.
united states up to 10
argentina up to 22
united kingdom up to just under the ten
phillipines is just barely under the united kingdom
sweden in inbetween 10 and 12
spain is right where phillipines is
thailand is on the 12
south africa is in between the 12 and 14
poland is in between the 14 and 16
russia si the same as spain
mexico is ust above the 10

im not sure why they have some of the lines in between the numbers, and in different areas. im confused, please help.
