what does the cylinder have to do with it? For the cone,

v = π/3 r^2 h
= π/3 (16)(3) = 16π
Base Area * height for CYLINDER
pi r^2 h = pi * 16 * 3 = 48 pi
BUT for CONE
anything pointy with straight sides
(1/3) * Base area * height
= 48 pi/3 = 16 pi
