No. The first six mean the same thing, although the word "up" would sound superfluous in the USA. "Call me up" or "Ring me up" might be more commonly heard in other English-speaking countries.
The last two requests could be satisfied by calling anyone, and are not the same as the others.

Ring me tonight.
Call me up tonight.
Ring me up tonight.
Make a phone call tonight.
Make a telephone call tonight.
