Set up an ICE chart.
.........HCOOH + H2O --> H3O^+ + HCOO^-
I.......0.424.............0........0
C........-x...............x........x
E.....0.424-x.............x........x

Substitute the E line into the Ka expression for HCOOH and solve for x = (H3O^+), then convert that to pH.
