Do I take 13.5/23+1 =.5626
12.4/16=.775
.775-.5626=.2124
.2124/.5626=.377
.377 would be the relative unfairness
Then would I take
13.5/23=.5869
12.4/17=.7294
.7294-.5869=.1425
.1425/.7294=.195
.195 would be the second part to the first half.
The added representative would go to State B.
