It would be 20*.6

The closest thing to a formula for problems like these would be

if it is a discount you multiply the original price by (1-discount). Like for this it was 20*(1-.4)

If it is a markup then it is the original price multiplied by (1+markup). For example, if this was a markup instead of a discount it would have been 20*(1.4)
