3 y = 4 x + 7
y = (4/3) x + 7/3
slope is (4/3)
slope of perpendicular = -3/4
so now look at second line, has to have m = slope = -3/4
2 y = a x - 4
y = (a/2) x - 2
so
-3/4 = a/2
a = -3/2
