For any centre (a,b) and radius r, the equation of the circle is
(x-a)^2 + (y-b)^2 = r^2
look at your second equation,
(x+6)^2 + (y-4)^2 = 16 or 4^2
doesn't it fit that pattern perfectly ?
for a centre of (-6,4) and radius of 4
Now you can sketch it.
Do the same for the first of your questions.
Find the equation of the circle with radius 1 and center C(1, -2). Then sketch its graph.
