I have been sitting here for almost an hour trying to understand this!!

Use the equation y - y1 = m(x - x1) with the point (x1, y1) = (1, 2) and the slope m = 1/3.

y - 2 = 1/3 (x - 1)

Now put the equation in slope-intercept form.
