(1-x)/(x-5) + 7x / (x-5)(x+2)

((1-x)(x+2)+7x) / (x-5)(x+2)

-(x^2-6x-2) / (x^2-3x-10)

Generally one does not talk about "factoring" rational functions.

Maybe there was some other operation you had in mind.
