notice that in the place of x in f(x) you now find a -6
so in the expression , replace x with -6 as well

f(x) = 7x^3+13x^3-3x^2
f(-6) = 7(-6)^3 + 13(-6)^3 - 3(-6)^2
= ...

I suspect a typo, why would you have two different cubic terms ?
So for this kind of question. You just replace the variables right?
