It is more likely to topple over when the roof rack is heavily loaded because the base of the tilting bus is getting increasingly smaller. As the base reduces in size, the action line of the weight of the bus moves closer to the edge about which the bus is tilted.
It's because the base of the tutoring bus is getting increased smaller
As the centre of mass would be on the top so it would be less stable
The weight will be on top hence the bus will very unstable
