The Handicapper General's mission is to ensure that no individual excels or stands out above others, thus maintaining a homogeneous society. With my friend's musical ability, he would be considered too talented, and as a result, his potential would be suppressed.

The Handicapper General would enforce limitations on my friend's musical talent by mandating the use of devices or techniques that hinder his ability to produce exceptional music. For instance, he may be required to wear gloves that make it harder for him to play certain notes on instruments or wear earplugs that dull his hearing, making it more difficult for him to accurately replicate songs.

Additionally, any compositions my friend creates may be subjected to strict censorship to ensure that they remain within specific boundaries set by the Handicapper General.
