I do not understand.
The only time the limit of a rational function is difficult is when the denominator is zero, because division by zero is undefined.
In this case, since x+4 → 3+4 as x→3, everything is cool. Just plug in x=3.
So the limit is just (4*3+2)/(3+4) = 14/7 = 2
