Can't think of any handy formulas right off, but we don't really need any. Just Draw a graph which contains those points within the prescribed limits, and is vaguely oval in shape.
At first glance, the domain/range would seem to imply an ellipse, but the given points don't fit any
(x+1)^2/a^2 + y^2/b^2 = 1
So, squash it a bit so it goes through the points.
Draw a graph that is not function and has these three properties:
Domain of x-values satisfying -3<x<5
Range of y-values satisfying -4<y<4
Includes the points (-2,3) and (3,-2)
