Dr. Frankenstein flung a powere switch, blue streamers of static electricity crackled about the table the creature gave a grunt and opened smoldering eyes.
Is this a comma splice and if so how do I fix it?
Yes, it definitely has a comma splice AND a fused sentence. In other words, there are really THREE sentences here that need to be properly punctuated.
A sentence needs to begin with a capital letter, end with proper punctuation (a period, question mark, or exclamation point -- whatever's called for), have at least one subject/verb pair, and make sense by itself.
Where do you see the divisions here? Remember -- there are really three sentences here.

Let me know what you come up with, and I'll let you know if you're right.
