"Jerry loves golf; he plays it every day" is correct.
Both "Jerry loves golf" and "he plays it every day" are complete statements. As they are related, a semicolon is acceptable.
"When she is worried; Lucille eats a lot" should not have a semicolon. "When she is worried" is a dependent clause, not a complete statement (independent clause). The clauses should be separated with a comma: When she is worried, Lucille eats a lot.
